INITIATIVE - FOR NON-PROFIT ORGANIZATIONS BUSINESS PREMISES WITHOUT CHARGE

Palilula Municipality has launched an initiative to the Government of the Republic of Serbia, which will be submitted to the Assembly of Serbia and will be explained by the deputy Adriana Anastasov, that in the Article 12, should be changed part of paragraph 8 of the Regulation on conditions for acquisition and alienation of immovable property by direct negotiation, lease of things in public property and the public tendering procedures and collection of written bids, to non-profit organizations of civil society, allow use of premises "without compensation".

This Regulation, which entered into force on June 10 2015 and published in the Official Gazette of RS No.48 / 2015, in paragraph 8 above-mentioned article specifies that "the humanitarian organization that aims to assist sick children and persons with disabilities and citizens associations in the field of health, culture, science, education, sport, social and child protection, the parliamentary political parties, which commercial property is not used for making profit, voluntary organizations involved in rescue operations, can be leased office space, with an obligation to pay rents in the amount of 20 percent of the estimated amount of the rent market. " The application of the provisions of this Regulation, the RS Government lease office space for associations and organizations has been increased manifold.

On this occasion, Palilula Municipality, addressed to the associations and a number of civil society organizations for help, support and launch initiatives to amend the part of the Regulation to make their work more successful. Associations that have requested support of Palilula are: "Indigo" - Group for Children and Youth (Executive Director Tamara Simonović), Scouts "Kralj Petar" OIP "Jadran" OI "Djuka Dinic" Scout Association of the City of Nis, Nis Association of Disabled Students (NUSH), the Association from "the circle" Nis for women with disabilities, single mothers association, Media ecological network "Ecopolis".

Bearing in mind the difficult financial position and the current difficult financial situation in which there are humanitarian organizations and citizens' associations in the field of health, culture, science, education, sport, social and child protection, height calculated lease office space were represented to them for their great burden. Most associations and organizations are financed through donations and the cost of renting office space is often at donors is formulated as an unacceptable cost.

According to Boban Džuinić, president of Palilula Municipality, who also signed this initiative, with changing the Decree on conditions for obtaining and alienation of immovable property by direct negotiation, lease of things in public ownership and the public tendering procedures and collection of written bids and applying the above mentioned members would enhance and facilitate the financial status of associations and organizations and settle in full all communal obligations for office space.
